Congress Plays God

So, according to this article at CNN, Congress wants to extend daylight savings time. They claim that by extending daylight savings time, we will extend daylight and, thus, save on energy costs.

I want to believe that they know that there is only as much daylight as there is - that the time according to a clock has no effect on the duration of the sunlight and that CNN just oversimplified. Please let that be true.
